APPOINTMENT AND SERVICE RULES

All teaching and non-teaching staff are appointed by the Government of West Bengal. The West Bengal Public Service Commission (PSC) invites applications, conducts written tests and interviews and recommends the appointment of all employees to Department of Higher Education, Government of West Bengal. Teachers are promoted to the higher Academic Level under the Career Advancement Scheme (CAS) rules and regulations notified by the Higher Education Department, Government of West Bengal. The non-teaching staff are promoted in accordance to the Government circulars.

ADMINISTRATIVE SETUP OF THE INSTITUTION

The Principal is the Gazetted Officer in the West Bengal Senior Educational Service (WBSES) and the institutional head. The Principal is the DDO (Drawing and Disbursing Officer) of the institution. Faculty members are Gazetted Officers under the West Bengal Educational Service (WBES). The institution functions in accordance to the Rules and Regulations of the Department of Higher Education, Government of West Bengal. Each Department is headed by one faculty member, namely the Head of the Department. The Governing Body of the institution is constituted with proper Government notification. The Internal Quality Assurance Cell (IQAC) acts as the nodal agency to institutionalize the quality initiatives of the institution and is constituted following the NAAC guidelines. The Teachers’ Council is constituted in accordance to the government order and comprises of all full time teachers of the institution and elects the Secretary for each academic session. The teachers’ council nominates sub-committees related to academic matters of the institution related to admission, examination, student welfare, routine, research etc. The Head of the institution is the Chairperson of the Teachers’ Council. Students have representation in the Governing Body, Internal Complaints Committee, Students’ Grievance Redressal Committee, Anti-Ragging Committee and Squad of the institution. The institution has an effective student mentoring system, which is reviewed and monitored by the Internal Quality Assurance Cell (IQAC).

The West Bengal Government Service Rules are applicable to all employees.

Accounts Finance (Policies adopted)

  • The College is a Government Institution and accordingly, all rules and regulations prescribed by the Finance Department, Government of West Bengal are strictly followed.
  • The College has constituted a Central Purchase and Tender Sub-Committee to review, monitor, and resolve all purchase-related matters of the institution.

Resource Procurement and Utilization (Policies adopted)

  • Departmental Heads and concerned units/cells apply to the Principal for purchase and maintenance of equipment, computers, books, journals, contingencies and organizing events stating justification and budget, which are forwarded to the Central Purchase Committee to ensure the purchases in accordance with the Government Guidelines.
  • The library subcommittee proposes purchase and maintenance of the library resources to the Principal in consultation with the Departmental Heads.
  • Being a Government institution, construction and maintenance works of all buildings, civil and electrical appliances are done by the PWD (Social Sector) & PWD (Electrical), Government of West Bengal.
  • Maintenance of physical facilities such as electricity, telephone, security, office expenses, water tax, TA, CCTV surveillance, etc. is done from grants received from the State Government.
  • Regular cleaning and maintenance of classrooms, laboratories, offices, and laboratory equipment is done by non-teaching staff.
  • Maintenance of IT infrastructure is done as and when required.
  • The routine committee prepares a master routine to ensure proper utilization of shared classrooms and departments prepare routines accordingly. The college runs in two sessions (Morning and Day) to ensure effective utilization of classrooms.
  • Library hours are notified to ensure the proper usage of library resources.
  • Games, sports, and Gymnasium sub-committee notifies time slots for the use of the gymnasium.

Admission (Policies adopted)

  • The College is an affiliated college under Kazi Nazrul University, Asansol.
  • All admission policies prescribed by the Government of West Bengal and Kazi Nazrul University are followed by the Institution for undergraduate programmes.
  • Admission to post-graduate and Ph.D. programmes offered by the college are conducted by Kazi Nazrul University.

  • Blended mode of teaching and learning to ensure online (E-portal, LMS, Knimbus Digital Library) and offline (class interaction, Peer Teaching, Role Play, Student Seminars, Experiential Learning) strategies reviewed by the IQAC
  • Effective implementation of the university curriculum in terms of the student learning outcomes
  • Enrichment of central library and departmental seminar libraries with procurement of books and subscription of Journals
  • Encouraging the use of National Digital Library of India and promoting the NDLI club of the institution
  • Encouraging field work and organization of educational tours
  • Encouraging organization of special lectures, seminars, webinars, workshops, new experiments beyond course curriculum, hands-on training experiments and other innovative strategies to ensure expert interaction and experiential learning experiences

  • Increasing the subscription of journals in the central library
  • Improving the central instrumental facility
  • Disbursement of received research funds for purchase of items without delay
  • Motivating the departments to organize seminars, conferences, and workshops on research fundamentals
  • Encouraging faculty members to collaborate with national and international researchers
  • Provision for a preparatory day per week as per Government order for research/library work


Extension Activities and Community Services (Policies adopted)

  • Encouraging participation of students in NSS and NCC activities
  • Encouraging different NSS activities for the benefit of the community
  • Observation of important days such as Independence Day, Republic Day,
    Netaji’s Birthday, Swami Vivekananda’s Birthday, International Yoga
    Day, International Women’s Day, National Science Day, World Mental
    Health Day, World Aids Day, World Pangolin Day, International Day of
    Biological Diversity, World Environment Day, Earth Day, National
    Integration Day, World No-Tobacco Day, World Malaria Day etc. to
    sensitize all stakeholders and the local community
  • Organizing events to promote environmental awareness in collaboration
    with local NGOs and MOUs with local NGOs working on environmental
    issues
  • Sensitizing students towards human values, ethics, and duties of a
    good citizen through organization of events focused on student
    activity


Sports and Cultural Activities (Policies adopted)

  • Encouraging students to participate in sports activities and
    tournaments
  • Sensitizing students towards the significance of Yoga and organizing
    training programmes on physical fitness through Yoga
  • Organizing cultural activities/competitions throughout the year and
    encouraging students and faculty members for active participation


Human Resource Management (Policies adopted)

  • Encouraging students to participate in educational tours, excursions,
    field tours, etc. to increase their skill and experience
  • Encouraging students to complete research-based projects during their
    final semesters followed by open-house presentations to enhance their
    research experience and communication skills
  • Encouraging students to participate in workshops, seminars, webinars,
    etc. for skill enhancement
  • Encouraging faculty members to participate in different professional
    development programmes

  • Nomination of sub-committees every year by Teachers’ Council to ensure
